Rats only live about 3 years and most turtles live about 50. There's every chance the Turtles are older than Splinter and it's just that rats have shorter lifespans.

Fun fact: in the 2011 comic series, Splinter was a rat that was mutated into a man-rat, but when he mutated and gained sentience he gained the reincarnated soul of a feudal Japanese ninja warrior and the turtles the souls of his sons that were all murdered by Shredder hundreds of years ago.
So he's both a teenage rat AND an old man

the new movie actually just straight up address this, when an animal is mutated by the ooze they keep their relative age, so splinter being an adult rat becomes an adult rat man. to quote the movie "it couldn't be more simple when you think about it"

The average lifespan of a rat is around 3 years, so a 17 year old rat would probably be around 500 years old as a human, whereas turtles and tortoises are well known for their longevity, so at that age they'd basically be toddlers if they were human.

There was at least an implication in the original-original comics that he was a highly unusual rat before being exposed to the chemicals that gave him (and the turtles) humanoid shapes. He stood upright and mimicked his master's ninja practice before any of that that ever happened, and lived long enough to see his master's life in Japan and a whole love story blossom before the murder that got him exiled. Then they lived in the US and the younger brother of the murdered guy had time to grow up and become the Shredder in the interim, THEN he wandered the streets alone, all before he got mutated by the TCRI chemicals. So it's entirely possible - even probable - that he was a natural mutant with an extended lifespan before he got further changed.
