I beat the bio-weapon in normal mode by letting most of the humanity die and only let the strongest ones survive. I tried doing the cure, but every time I did there was non-compliance.

My favorite moments is when USA listens to WHO and locks it's borders, and then UN security council "declares Armageddon", while also containing disease in two countries, while also kickstarting cure development with massive resources WHO suddenly started to posses (IRL they have nearly no funding).

What's so stupidly hilarious about how the player handles the disease is that they don't even start in a continent they lockdown, but somehow they still manage to not only save whole population of the continent but also make a cure

I don't get why the number of infected ppl stay low. Even if I have less then 10 percent noncompliance and all lockdown the number still skyrockets
