One Ukraine isn't going to send just two drones and second if Ukraine did do it they would have done it knowing he was there. So no it wasn't Ukraine it was Putin trying to make an excuse to keep a war he's losing going. And another reason we know Ukraine didn't do it is because if they had they would have actually hit the building unlike Russia who can't hit the broad side of a barn from two feet away.
