Yeah its intentional, Things like grasp will change depending on what form you are in. If you played nidalee with grasp and you change back into melee form before the proc reaches you it will count as a melee basic attack

To fix that kind of "bug" it would take a lot of coding effort. Do you really trust Riot to not break the game with a bugfix for this? ;)
