Thus, if I restore to the same machine (not a different pc), will a complete restore work?

Hello there... quick question: I have a WD NAS in RAID 1 that failed... however my 2 disks are 100% OK and I can access 1 of them from my linux laptop... I bought a fresh DS920+ NAS and I want to move my RAID1 data to the new synology NAS (all installed and ready with a proper shared drive etc...)... what's the best linux command/program to copy/restore my data from my RAID disk plugged on my laptop via usb3 to my new synology NAS shared drive? rsync? More important I am actually wondering if there is a free tool under linux similar to what "Beyond Compare 4" can do under WIN to then compare bit by bit the folders and the files between source and target to make sure that the copy/restore process ran 100% safely... any suggestion on this point as well to make?
