1st king is not so weak, he says it on the wiki that he almost defeated 404, when he says "king fought with 404, believing himself to be the strongest, even if he was close to doing so, he did not succeed"

2nd To those who say "king cannot spawn sans" if he can, because he can control them due to "the oath" and "loyalty lesson" whoever reads the oath and promises the king will fall under his total control until sacrificing his own life for him
