My guess is that there is nothing in the box, here me out. The emperor probably had the foresight to realize that any weapon he did give to the new imperium would be used anti destroy the imperium. My guess is in order to keep the imperium alive they made the rule that it is only to be opened when times are darkest. It’s likely when the great rift had opened kaldor draigo considered using it as half the imperium was left defenseless against the galaxies horrors. However, he knew that I acting the decree would risk the destruction of the imperium as well as so kaldor draigo held off and looked to see how the imperium could recover and wouldn’t you know guilliman returns and works to reform the imperium. By risking the end of humanity as well as it’s savior it forces the grand master to make sure no hope remains and therefore as long as hope remains the box shall never be opened, thus the box containing humanities truly greatest weapon.
