if the key isn't there you have to create DWORD 32-bit value named

set its value to 1 and it should work

As someone said, watch the last minute of the video. These are the steps I used to dump Spotlight but still have changing images...
Right click on your desktop
Select Display settings
Select Personalisation
Select Personalise your background
Select Picture rather than Windows spotlight
I downloaded a few free pics and set it to Slideshow with it rotating them every thirty minutes. That seems to work nicely without the stupid icon.
