If you are not buying weapons or be ready to surrender your sovereignty, then you don't need to talk to the Americans.
Example : Go read the condition for the American investment aid to Nepal, that the Americans are forcing the Nepalese to accept.
1. projects must be 100% managed by Americans - ok, fine.. your money.
2. Americans working in Nepal cannot be subjected to Nepali Law. The local Law does not apply to Americans who should be deemed as above the Law.
I won't bother going into more details about this attempted "forced colonisation" of Nepal. It beggars believe but it is right there.. blaze abuse of power and total disrespect of a smaller country's sovereignty.
To quote Anthony Blinken - Strong countries must respect the sovereignty of small countries and not interfere into their decisions - In other words, Blinken is saying the USA is a weak country, so his statement don't apply.
