This episode is "Up the Down Steroid" and is from Season 8 Episode 2. Cartman wants to participate to the special olympics. So he starts training :)

This episode actually shows support for participants in the Special Olympics;
it shows that you cannot just waltz in and win without any training, and that participants in the Special Olympics ACTUALLY DO have a lot of skill, which they have obtained through a lot of training.
Yes, they have various different handicaps, but that doesn't mean that they are amateurs.

It is kind of like how someone who is a befinner at guitar will not stand a chance against a kid who has been training at that instrument for several years:
yes, a skilled adult will generally be better at that instrument than the kid, but the kid will beat the crap out of literally everyone who hasn't even touched that instrument in the past.

I think Kyle's reaction to seeing Cartman actually going through with his plan was also hilarious.

He doesn't even show disgust, anger, nothing... He just tells Cartman "God damn you" in the most calm way possible.

The real treat of the episode will always be his performance in the games.

Even against a bunch of handicapped people, Cartman is such an arrogant, un-athletic fat-fuck that he didn't even think about trying to train, thinking his superiority in not being handicapped would be his Golden Ticket.

It's one of the many moments of him get his comeuppance that I cherish.

it's awesome when Matt and Trey do original songs for the show for moments like this... but thank god they thought to use this song for this joke. 10/10 episode. The motion capture always kills me. So fucking funny.
