They used donkeys and a central shaft. Put jagged rock in pilot holes and make donkey walk in circles all day every day. You can drill alot.

Making a hole in rock is not difficult. You need an abrasive object that rotates. Maybe back then each hole was the work of several hours, whereas today it can be done in seconds, but it’s fundamentally the same process.
