Please note, I believe I spoke incorrectly on the Default Content Location which I'm pretty certain is only related to the samples used in plugins like Shape and not specifically where plugins like summing or console are stored.

Ok so you can install the plugs on an external drive but can you run other 3rd party plugins off the external drive as well?
