Here is one thing i love about the US presidential system of government which in opinion many others should adopt. Even though the parties are different, but when it comes to matter that concern ordinary citizens, the GOP and Democrats always come in unison to tackle the issue.

These debt ballooned because cities were asked to pay for self antigen test for each citizen daily, PCR testing almost daily for 1.4B people, hospitalization and treatment from Covid was made free, massive quarantine centers etc. and with land sales declining, tax revenue down because of the slow recovery local government has huge difficulty to pay back. It is serious but this debt is internal that means it can afford to pay itself forever and pose very low risk to global community. So I don’t see big risk except if you are exposed to local bond which is off limit for foreigners anyway.

In theory the Belt and Road was a great idea but there was two fundamental flaws with the concept. Firstly, was to only employ Chinese workers, which took employment away from the country being utilized. Secondly, all profits were to go back to Beijing, while the host country received a token rental agreement for the land use. This could not work in the real world. But this is not just one sided, the concept of the Pacific Trading Partners originated from the idea of the B&R but for western countries of the Pacific only and China was refused entry. If I remember correctly the US refused to join if China was permitted, which in my view was childish and basically weakened the abilities of the entire project. Trade without the interference of world governments ideology should always the pinnacle of human requirements as it creates a safe zone where peoples of different nations can learn the cultures of their neighbours and is the foremost method of creating a "We" community as apposed to a "Them and Us" community.
