Ironically, the "diversity quota" has become one of the most sexist/racist things. Here in México, the government made a call for posdoctorate proposals in order to fund projects, but they also released another only for "Native women"... I felt it offensive to Native women who hold a PhD, it was like implying they need their own call because they can't compete against Non-Native women PhDs. At that point, you're expected to be capable enough regardless your sex or racial background... but meh, I'm tired of people using these topics as political propaganda.
