There’s a better explanation for why strange couldn’t do it, and explains why Ned from spider man could. It’s about believing in magic. Strange is a science and brains guy, and wouldn’t admit magic was real. Then when he was stranded on Everest, he forced himself to admit it was real in order to portal. Ned was able to make portals easy because he’s a nerd and always believed in magic
