Update: Cop was immediately fired. Motorcycle rider sued the city and won an undisclosed amount. The cops report said the rider was running from him, but they were on a highway where it was unsafe to pull over. So, the rider waved in acknowledgment of the pull over, took the nearest exit and pulled over.
