Upgrade SQL 2008 R2 to SQL 2017

Upgrade SQL Server 2008 R2 Express to SQL Server 2017 Express then fix DSN Multi-Exec LexiComp and adjust Windows Firewall. The Pre and Safety backup scripts were already updated for SQL V14.

NOTE: The process is the same upgrading SQL Express Edition to SQL Standard Edition.
