Glad my diving in the Red Sea was between 2000 and 2007, 2 liveaboards and 1 hotel based. 69 dives in all. Moved to Thailand where I have done 2 liveaboards + 2 in the Philippines, another 68 dives. The dive boats are no more modern, but they don't bump into things or catch fire.

When I was the Marina Manager of a prominent marina in Sydney, Australia I had a boat arrested, by the sheriff for non-payment of marina fees. To ensure this vessel could not be taken by the owner I had it removed from the water until all fees had been paid in full.
This boat was arrested and not detailed.

The issue with dive boats in the red sea is that there has in effect been a ban on building new boats (or atleast laying down a new keel, so you can't build a longer boat even if you reuse the an old keel.

Therefore many operators have added an additional deck on the top in order to be able to get more room on board the day trip boats, and hence allow their passenger count on their licence to be increased.

This allows more passengers per boat and higher income.

The downside of course is that it raises the center of gravity and also reduces the angle of vanishing stability and hence the number of capsizes once they get beam onto the wind or turn sharply with lots of people on the top decks accross the wind.

The reason for the fires is probably multifactorial, but clearly the engines are under the dive deck which is the main way on and off the boat with wooden decks with numerous cylinders of compressed gas and or oxygen/nitrox/teimix sitting around.

Changing the name to fool them is a Monty Python skit level trick.
Spain: It’s the same yacht, you’ve just changed the name.
Meridian A: No we haven’t.
Spain: We saw you change the name.
A: No you didn’t. It’s not even a yacht anyway. It’s a sailboat.
Spain: Sailboat?? Where’s the mast then?
A: It doesn’t have one, but it’s still a sailboat.
Spain: either way, you haven’t paid your bills so you can’t leave.
A: We don’t even own the boat.

It is effectively arrested. Detained implies a very temporary hold. That ship has already sailed.

Re Phi, Boat International also describes it as detained rather than arrested. There is also a picture taken in October, which shows scaffolding around the stern, So it appears some work, presumably essential, is being carried out.

I was very happy to get off the boat on a snorkeling trip in Egypt. By that I mean leap into the sea and tool around looking at fish while the boat suffered weather. The tourist money is more important than bad weather. Getting back on the boat was an adventure. The lost boats number seems kind of lucky it was so low.
