There are 2 reasons for Zamasu to steal Goku's body instead of just getting the Super Dragon Balls to grant whatever twisted ideas he has in his head.

1. Because there would be no story.

2. Because Zamasu is a psychopath with a massive ego that was crushed by Goku. Zamasu always tries to find an excuse for stealing Goku's body, but the real reason is because he was jealous of Goku's power and angry for being defeated without even coming close to making Goku actually try. There are many other beings in the Multiverse who are much stronger than Goku, and Zamasu could either wish to become stronger than all of them, to wipe them all out at once or to switch bodies with the Omni-King himself... But none of this would satisfy Zamasu's ego, because his main grudge was with Goku. He was the one mortal who showed Zamasu how weak he was, which was something that he never imagined being possible and was terrified of happening again. Goku did this to him, so he had to steal Goku's body and execute his plan through him, so he wouldn't have nothing to fear and reaffirm his divine status to himself.
