You're completely misunderstanding the payout structure from Topstep. What you mentioned regaridng the 50% of payouts is based on initial payout caps, which Apex also has.

Apex caps the payouts to $2000 per payout for the first 90 days of passing the account, and there are only two payout cycles per month. Topstep caps the payouts to 50% instead, and they allow for payout requests once you have 5 total winning trading days between payout requests. So if for example in one pay period you make $10k in an account, Apex would only a withdrawal of $2000 for each pay cycle, whereas Topstep would allow you to withdraw $5000 from that account.

The 100% after 30 days rule is that you are eligible to withdraw the rest of your account balance after 30 winning days. This means that you can potentially withdraw the full account after just a month and a half, vs Apex requiring a full 3 months
