Honestly DJ, I think the thing with most employees is, they don't want to be the one to say "Yay"... just in case they're wrong! We live in a "Nay" culture where no-one knows anything, so they assume the worst and seek to avoid responsibility at every turn. Government is particularly adept at this kind of thing.
