It's pretty easy.
Thanks for helping me get my math skills back up to speed.

I was 97th percentile in the nation and had 60 colleges recruiting me and then I had cancer and blew all those potential scholarships.

But I still love math.

LOL, this is a tricky question, although I easily solved it by simply calculating (from the thumbnail):

1/2 of 2/3 equals 1/3, this needs to be equal to 3/4 of X ==> X = (1/3)/(3/4) = 4/9, so the correct answer is B.

Another approach may be to calculate 3/4 (= 75%) of the given answer options, and see which one(s) match 1/3 . Answer options A and C are easily dismissed, because no way that 75% of 3 or 15 is less than 1 . Option B: (3/4) of 4/9 = 3/9 = 1/3 is a match; Option D: (3/4) of 2/7 = (3/4) of 4/14 = 3/14 < 1/3 is not a match. So the correct answer is B.

Well for starters, half of ⅔ is obviously ⅓. So if x is our number

⅓ = ¾ • x

x = ⅓ • (4/3) = 4/9

Great! You just proved that 0.14444 = but since you used math, it must be correct.
This is actually a great example of intuitive learning vs objective learning, where some people understand what you mean and other people understand what you wrote. For those of us that learn objectively, the only correct answers are zero and infinity, (and that depends on your definition of infinity.)

notice that
1/3+1/3 = 2/3
thus
1/2 of 2/3 = 1/3
3/4 of Y = 1/3
3/4 × Y = 1/3
Y = (4/3)(1/3)
= 4/9

VERIFY
(3/4) of (4/9) = ? (1/3)
(3/9)(4/4) =? (1/3)
1/3 =❤ 1/3✔️

[4/3] cant go further because is confusing
lets try the other way
1/2] x [2/3] = [2/6] = [1/3]
[3/4 ]of what number x = [1/3]
3/4 * x = 1/3
[4/3] [3/4] * x = [1/3] * [4/3]
x = [4/9] ---> ANS is b

1/2 of 2/3 = 1/3 (1/2 x 2/3), but 4 of 8 = 1/2 (4/8). I assume the latter should be expressed as, 'what % is 4 of 8 or 4 is what % of 8'. I'd always translated term 'of' as the fraction bar; well, I'm incorrect in that regard. Thanks.

No algebra needed, just common sense: A glance tells you the first part is 1/3. You now know the answer is a fraction. Only 2 fractions to choose from. You know 3/4 of 2/7 cannot be expressed as a fraction. You are left with the correct answer of 4/9. It took me longer to write this than it took me to see the correct answer.

We want to see if 3/4 does the same job as 1/3.
Then (1/3) / 3/4 = 4/9.
