Infrared (IR) spectroscopy works based on the vibrational transitions but interestingly all these transitions may not IR active. Those transitions that result in a net change in the dipole moment can only show signal in IR spectroscopy.

very strong intuitive discussion of IR spectroscopy basics. One note: please avoid using the same variable (mu) for both dipole moment and reduced mass. There are conventions in physics and chemistry that avoid this.

CO2 can be made IR active bcz of asymmetrical and bending mode of vibration...This type of vibrations create temporary dipole moment which make CO2 ir active..!
