With all these laws in place, you have to wonder how many "lost" treasures have been found, but just never reported.

In the "real world" if you find buried treasure, you keep your big mouth shut about it while you look for an equally closed mouth buyer.

"Family heirloom" is the proper response when asked where you got something.

If you find gold, oil, diamonds etc. On your property and the government finds out its the governments. If you find drugs or anything else illegal its yours.

Government: “No you don’t get to keep the treasure you find, we NEED it for research.”

Also Government: “Which one of you museums want to buy this piece from us?”

People who know how to keep their mouths shut can get away with a lot

In the real world, finding buried treasure = “what buried treasure?”

Lionel Hutz: It's a thorny legal issue, all right. I'll need to refer to the case of Finders v. Keepers.

Many who found treasure melted them down for the gold, destroying the historical value. Governments shouldn't be so stingy when people find treasure.

When I was working as a rural fencer, I asked my boss what we do if we bring up gem stones with the auger.
He said "we push them back down the hole, and I'll buy the property and pay you to help me dig it up instead of paying you to fence"

You can keep anything you find if you're cool about it.

Don't tell anyone if you FIND treasure...

Sell bits of it slowly in many locations.

You just don't want to deal with the government taking it.

If you find burried treasure, don't tell anyone. Sell each piece separately as parts of a collection that you've "acquired over the years".

Arthur C Clarke's diving partner discovered a sunken ship with a cargo of silver coins off the coast of Sri Lanka. He wrote a couple of books about it, and a couple of decades later he wrote a retrospective essay on the experience, in which he concluded that finding a sunken treasure was an experience he wouldn't wish on his worst enemy.

"all kinds of artifacts can be deemed treasures in Scottish law". So if you find an unopened bottle of, say, 20 year old Lagavulin that was accidentally left behind at a campsite by tourists, you should deliver it to the local cop shop. The forensics guys will then thoroughly test it - several times - before asking the local chief of police for his opinion. He may have to also take several samples to confirm forensic's findings, or possibly a large sample over ice. Once all testing has been concluded, the now empty bottle will be filed under "unsolved mysteries" in the back room. The finder will be awarded with a miniature bottle of some generic blended store brand whiskey as a "thank you".

At a Canadian battlefield from the War of 1812, it is illegal to dig in the park, but not in the woods behind the park. The park is manicured and sodded with dirt brought in from who-knows-where, so it contains absolutely no artifacts from the war. I used to "treasure hunt" in the woods, and the person I was with found two musketballs. He never reported them. He has since passed away, but I know that his family still has them.

Any "research" value that could possibly be extracted from a horde of gold coins can just as easily be extracted from a single one of those coins, or even a handful.
