'Dead' in the Bible refers to the state of éveryone who is not yet reborn in Truth.

You may look at the word death in the bible to understand some of these passages. Death is the wages of sin, so Jesus could very well have been speaking of people who die with sin in their hearts. Jesus also speaks multiple times on eternal life for those who accept him and uphold his commandments.
