If u have the same issue and u have the folder phpMyAdmin on the right place Check if u are upgrading your Apache version because that issue occurs on apache 2.4.61 .... get back to another version, like 2.4.54 And work well.

If u want to keep using Apache 2.4.61, u can use the software HeidiSQL to connect with phpMyAdmin.
