Here’s my opinion:
Rengoku-former upper-moon six. (Scorching Flame Mastery) The user is able to shoot little balls of fire at someone, they can also manipulate boiling water and blue flames, the blue flames are like the ninth form, “Rengoku” it enhances the size of the flame balls, and turns the flames blue with poison.
Mitsuri-Uppermoon Six. (Hearts Of Breaking Love) The user is able to blow poisonous kisses (capacity of these kisses are 35). They can also break the opponent’s heart, literally. They also can use deadly Roasts that will send the opponents into depression, also making them paralyzed from shock.

Shinobu: Upper 4-(Roots of the Wisteria) This blood art has the ability to summon long, root-like poisonous blades on the user’s arms, and also allows them to spit Wisteria in a liquid-like form. But, this Wisteria is only poisonous against Humans. Another ability, a in-the-air ability, allows the user to spit Poison-filled seeds at their target.
Tengen: Upper 3-( Rumbling Flashy Sound Waves) This blood art allow’s the user to Summon Blinding Mirror shards, they can also throw these shards at the opponent. Another ability is a Woo-ing ability, which, kinda like Mitsuri, tricks the opponent into loving them, but, the user has to kiss the person, and they can spit Blood-kunai’s in the opponents mouth. The user can also, in a near death situation, move at the speed of sound for 30 seconds.
Giyu: Upper 2- (oceanic water control) This blood art allows the user to turn any water near them into poisonous salt-water, they can also manipulate and control normal water and other Liquids, but they have to use their sword if they want their Blood art to work.

Former UpperMoon 6:
Oto (Uzui Tengen) - BDA:Hearing of the Dead (He can clone as many people as he wants IF he ate them although it takes one of his senses away when he makes one of the clones and can weaken him depending on how many clones he makes of the people he ate causing a disadvantage. He ate his wives so he mainly clones them as they were Shinobi when they were alive and more skilled then any other Hashira he ate since he had trained them for 50+ years. With his wives they a type of their own skill • Suma:She can make you feel sorrow losing your ability to fight after making merely 5 seconds of eye contact with her and can manipulate you when you answer a question of hers she can take away one part of your abilities although Uzui loses his eyesight when Suma is out, Makio:She’s able to make you feel too cocky and angry making you forget about your skills and surroundings if she hears you speak as she can have screechy nails she can dig into your skin although Uzui loses his hearing if Makio’s out, Hinatsuru:She can create any type of weapon she desires with her own blood when she hardens her blood a long with also having an advantage of speed as she’s quite fast although Uzui loses his stamina if Hinatsuru is out • as Uzui also can hear a sound of a pin drop from a mile away with an screechy echo voice like Urogi)

UpperMoon 6:
Doukuchō (Shinobu Kocho) - BDA:Poisonous Butterfly Dance (She makes tens of tons of butterflies that are poisonous fly around that can take away your stamina slowly and make you lose breath hurting in pain from blisters, bruises, etc. that will appear on your body when she releases these butterflies. She also has butterfly wings allowing her to fly as she’s quite fast with it, although if goes passed her limit with her BDA, she can start to lose her own consciousness herself)

UpperMoon 5:
Shinzō and Hebi (Mitsuri Kanroji and Iguro Obanai) - BDA:Heartflow Feelings and Blindness of the Serpents (Mitsuri can create a manipulative poisonous love mist that makes you do everything she says falling in love with her, but when she seals the love mist you can feel a stab in the heart getting heart broken as it makes you stop breathing and remain still for 30 seconds, if Mitsuri does this to over 3 peole which is passed her limit, she can herself start feeling sad which downs her chances of winning if she’s fighting 3+ more people. Obanai can control any kind of snakes making them appear with tens of tons of snakes and Kaburamaru can help him strangle his oppent while Obanai can also take your eyesight away when making eye contact for 30 seconds, although when Kaburamaru is out, Obanai himself loses his own eyesight as a disadvantage. The two are like Daki and Gyutaro where Obanai is inside of Mitsuri till she needs help)

Former UpperMoon 4:
Moya (Muichiro Tokito) - BDA:Mist Illusions (He can make a foggy mist and the illusions appear of your loved ones that died or either people you care for are telling you your a failure and stuff so you can be manipulated sadly and slowly the mist takes away your consciousness making you fall into a deep slumber. Although if he creates to many illusions at once per person, he can start feeling sleepy himself at a disadvantage)

UpperMoon 4:
Honō (Kyojuro Rengoku) - BDA:Flaming Will (He can control fire and heat, he has a big advantage in areas with a lot of heat as he can make a beam of flames or a shooting style fire flames with his hands as he can also make any type of thing he wants that are made of flames such as biwas, violas, etc. He also controls the infinity castle with a biwa like makine except a flaming-like version that’s much more affective. If he over pressures himself with his abilities though, he can start burning himself which is quite painful)

UpperMoon 3:
Mizu (Giyuu Tomioka) - BDA:Watery Tears of Misery (When he starts crying tears, it’ll make you also cry the same tears as you start getting confused leading to feeling dizzy slowly losing your abilities as he can also create a tsunami of water from his hands. A big advantage he has is when he’s in areas near water or can also make all types of water, so he can possibly make waters that are poisonous to humans and when it hits you, your body will start to tear up on the inside. He has no disadvantage since he mastered his abilities)

UpperMoon 2:
Kaze (Sanemi Shinazugawa) - BDA:Flowing Windy Breeze (He can control the wind pressure with any area of his body. He mainly focuses on his hands though as he can send you either flying across the battlefield or can make you stay in one place unable to move due to the wind making it hard for you to move and ESPECIALLY see. He can also pick things up from the ground to the wind and throw it directly at you having an advantage. He has no disadvantage since he mastered his abilities)

UpperMoon 1:
Ishidatami (Gyomei Himijema) - BDA:Sorrowing Tombs (He can control ANY type of rocks on the ground or create rocks as he can also make mountains and throw them at you. He can really easily also make rock barriers while he can control the hardness and softness of the rocks he makes. He has a big advantage to when he cries as it makes you stop and cough out blood from being unable to breathe when he cries bc his crying is basically VERY poisonous acid that makes humans AND WEAK demons unable to breathe from the smell. He also can spawn the weapon he had in his original AU that helps him fight having another advantage just like Kokushibo in the original AU with his sword. He has no disadvantage since he mastered his abilities)

Everyone who puts Shinobu as Lower Moon 3 needs to take this into perspective, Shinobu has insane speed as a human and an unrivaled intelligence in poisons, her only flaw as a human is the lack of strength. She's also pretty damn brutal as a human. As a demon, she has everything.

Also in terms of who would be the strongest, i think Sanemi because he's so brutal as a human to make him a ruthless demon would be dangerous af. Gyomei would almost be too kind even as a demon.

I think Rengoku would be the coolest looking demon though.

Just a reminder on how deadly shinobus poison and speed is and it would increase being a demon. There is no joke that she would be an upper moon and not lower, and her strength would be higher due to being a demon. Even without these boosts she can still hold Doma with the right motivation and now she has infinite motivation under muzan for power. She would for sure NOT be a lower moon

People underestimate Shinobu too much. She has one of the best speed feats out of the Hashiras. And turning into a demon would "fix" her strength problem so she'd be nearly unstoppable
