While Sabo has eaten a lesser Logia like Ace did, I do think Sabo overall is a better user because he has other skills that complement his Devil Fruit ability. The most prominent being his Martial Art's, with the addition of using a weapon in battle alongside the standard Haki. That's 3 different things to use and mix with his Devil Fruit which is much more impressive than Ace who solely relied on his Devil Fruit to do damage. Although in the Episode of Ace manga, he did use Haki to enhance some of his attacks.
