I'm confused...what technology are they developing? Isn't it just a battery and electrolysis and a fuel cell? Also that factory looks very small and 40 million seems like peanuts... if we don't want to import a Chinese version a few years later, we need to scale. The technology is not new and components have been proven to work. We just need huge scale to make it economical.
