About the "impotent fool" line, I always thought it was the translator's miss understanding the common expression "impudent fool." Like how people think it's "all intents and purposes" is "all intensive purposes, " or "espresso" is "expresso." Things like that. And to be clear, in the manga it is "ぬるい男" which directly means "lenient or soft guy." "Impotent" might be close for "soft" but the use of "fool" was editorial flavoring.
