Testing made more difficult by the fact that the payload doesn't activate if the hours are anywhere close to striking midnight, so I don't really feel like waiting hours on end to show you the message where it tells you it's ok to shut down your PC.

DOS viruses are made by installing the Microsoft Macro Assembler on your MS-DOS machine, and then writing the virus in Assembly language, assembling it, and then running it. There are no shortcuts. You have to know Assembly language programming.

I'm confused. Isn't all time other than 12AM "before midnight", when taking the upcoming midnight into account? If 12:01AM can be considered "after midnight", then can't 11AM? Or 12PM? Or 11:59PM..?
