The SUV was fully out of their driveway and starting to turn. They were clear to back up when they started. The truck is at fault I would say 100%.

100% the red trucks fault. It didn't appear as tho he was speeding, most likely distracted (cellphone, kids, sunlight) or he was trying to wreck for insurance money. Whatever the reason he had plenty of time to slow down or even stop. Also, it appears to be a residential neighborhood. You must be more vigilant in a neighborhood, kids, bikes, people walking etc.
