How is something like this broken down for labor end of thing to build the custom flare and cedar shingles? Per a sqft or hourly?

I have a victorian where there is a curved shingled "belly band". Part of the band has been ripped off and the bottom is crown molding so I am worried about water getting down behind there - would there be any reason to cover the curve/molding with metal flashing or is that unnecessary overkill?
