The Dead Hand system is a Cold War-era automatic nuclear weapons-control system that was constructed by the Soviet Union and the system remains active even today in Russia.

Metaphorically, You never cut off the snake's head first. Now you've got a hundred enemies with nukes and no head to control them. Maybe the strategy would do good in conventional warfare, but never in a nuclear conflict. The premise being you preempt an attack with an intent to avoid you suffering a strike but not sure of the enemy's 100% destruction, which is always the case with strategic nuclear assets.

The system was developed during the Soviet Union and was deactivated during its fall.
But recent radio transmissions that are holding open specific frequencies that are being transmitted from Russian sources leads me to believe that they are reviving the system, using some of the original technologies. Especially those for long range communication.
