Funny how "city man" is ok with that structure sitting for decades as a rat/insect infested, moldy deathtrap, but at soon as you start improving it, they break out the fine book.

There was a Youtuber named Denise Bangiyev who had a similar situation with getting cited. She figured out that is was a woman who had also bid on the house but ultimately lost out on it because Denise had written a letter to the seller saying why they wanted the house for their family and the seller sold to her instead. I think the woman was a realtor or developer so she had building/permit knowledge. She watched her videos and then would report her.

The city may not be watching your videos proactively for infractions. Somebody with knowledge of your city's bylaws is possibly watching your videos here on YouTube, and when they saw that a bylaw had been broken, they reported it to the city, and then the city had to act on the complaint. A lot of bylaw enforcement is done on an on-complaint basis; especially for parking and home renovations.

Spoiler alert, kids: You've likely got a neighbour who complained to the city. Otherwise the city wouldn't care about what you were doing after the fact. Trust me...I worked in municipal code enforcement for 23 years.

I love what you're doing. I live outside Seattle - the bomb cyclone was crazy. I can't believe you worked through that!! The windstorm earlier this year, too!! My windows were shaking. Geoscience major in the Vancouver area here! That area of the city has had some horrific landslides, and a lot of the roads are cut into bedrock. They definitely should have informed you beforehand, but of course they want to make money; but that is probably the reason, any prolonged vibration could loosen bedrock too much and could cause damage to your building or others. If for instance there was a weak zone of rock under the middle of the house, the vibration could destabilize it, leading to further problems.
Of course it sucks, and im not siding with city man's tactics, but thats probably why they were looking for things like that.
Also, obvs i dont know the specifics, but the little flat area of ground you put the dirt from the excavator, make sure you're not oversteepening the ground where that patch hits the fence. There have been instances to the east of you where residents build things like koi ponds out over the slope of their backyard which, when it rains too much can cause landslides. This happened a few decades ago and some houses were destroyed. Obviously im not saying you're going to destroy your neighbours house, but i just wanted to say be careful about adding dirt to slopes and inadvertently making them steeper.

Get a geologist to certify if it is or is not bedrock. A slab of rocking sitting on the ground with earth underneath might not be bedrock.

That waste pipe is going to make noise if you don't strap it from both sides. If you can move it side to side with your hands it will move when waste goes through it. Now would be the time to correct that.

In some places, you aren’t allowed to break bedrock with a jackhammer because it could damage important structures and cause legal problems. Bedrock often helps support things like building foundations, roads, and pipelines. If you jackhammer into it, you could accidentally weaken the ground, shift the soil, create cracks, or even cause sinkholes.
Another reason is that the law usually requires blasting instead. Blasting, even on a small scale, is highly controlled, and workers need special licenses to do it. This helps manage vibrations and prevent damage. Using a jackhammer to break bedrock might avoid these safety checks, which makes it risky.
There are also environmental reasons. Bedrock is often part of the natural system that controls groundwater. Damaging it the wrong way could change how water flows underground or lead to contamination.
