the normal undyne can't beat sans, but the undying can beat him but i don't know if this is the case

Speed goes to Undyne. Sans is just such lazy, he isnt faster than... Me :/
And his dodges... He just dodge from kid's attack, who even became slower by his sins, like we saw. Also no one in undertale didn't dodge, because its a rule of the game, but Sans is little bit change rules, because of his knowledge about game. But he still can't change all rules, like he can't spam without letting our turn or making attack, which is impossible to dodge and alive.

And ye... Teleportation ≠ speed
