The best way to get good players as a lower league club is to make a shortlist of all the youth players from the clubs in the top division of your country that have their youth contract running out at the end of the season. Many of these players will not have their contracts renewed and you can offer them a trial about 2 months before they are released and and a contract for the new season. I got from VNS to League 1 in England in 4 seasons, using this as the main recruiting strategy before my lack of income compared to the opposing clubs, really started hampering my efforts.

Yeah it's $20 K each time the work permit is needed, so it's quite bad for a lower league team. What you want to include is work permit is N/A (player would not need one) OR work permit is likely (very rare to happen for a lower league team to find a viable player)
