Worth noting - all hair is different, and some textures and types will naturally be more "stiff" than others. It's very worthwhile to draw from a variety of references and make note of what's consistent and what varies.

What I personally do when I struggle to draw subtle curves in a certain way is just rotate the canvas so I can draw the curve I need in a way that I'm already comfortable with.

For me hair is the most enjoyable things to draw, i get to play with it or just draw anywhere they go cuz its fun as long as it looks good 😂 tho thats just my opinion

I'm really bad with ellipses even after practicing thanks to my shaky hands, so I've opted for just rotating the paper a little and doing microstrokes to get the line curvatures I need. The hair placement tip really helped though, thank you
