If your local kiran shop or retailer is charging more than MRP and increasing the cost of necessities, you can report them to National Consumer helpline 1800-11-4000
or if things get out of control then emergency number 100, Police will seize their shop, Put the seller in jail

What is happening
Due to routine checkup the shipment of stock is getting delayed in transport, i personally saw 2 check points with in 3kms
Why is this happening, to stop hoarders from creating shortage, to ensure supply of essential items and Medical items with out any disruption

Supermarkets
Supermarkets run on largescale with many branches in different cities and with huge stock of godowns and direct links with manufactures
Chances are you can buy things in supermarket for a less price than your local kirana shop
Cooperate with the staff, if you are afraid to stand in a line, how can you expect billing staff and security staff to be patient with only a 3ply mask as their safety
So, don't run in to your supermarket and clear it out, give them time to restock, buy a kilo of basic necessities and stop making more than 2 visits in a week, maintain 1 metre distance between each other

Vegetables
If you have fridge the maximum period they will stay fresh is 1week, why buy 2kgs of every thing, when you can't even store them

Hoarders
Well, if the consumers stop buying products in bulk the prices will be under control, else they will charge exorbident prices for the same

I'm a medical student studying in "KOTA" famous for medical preparation in India.

We are in lockdown from the time when India had just 150 cases.
Disinfectant are being sprayed in each streets.
Classes are off, students from nearby places were sent home, locals are helping us with food, Groceries.
Helpline center's are open at every 3km in city.
Police are on road searching for Romeos & law violaters.
We aren't allowed to step out of the building.
Mask & sanitizer rates are fixed, if some wants to sell at high prices, they will be punished on one call.
Each hospital & resorts have been converted into Isolation ward.

This is the preparation in a medium level cities like KOTA.

We are united.
