My Problem - turns out to be that I was entering the Unicode Number Wrong.

I wanted this character
ü
but I was getting this character

The *_REASON_* was that I was entering

Alt 252

instead of

Alt 0252

I was entering it as it appeared in the the Wikipedia Page
List of Unicode Characters
Which did NOT put in the leading 0.
