This was a confusing story, or I missed something. WHO harrased this student? Was it students, who it was ruled, were enabled by the school? Was it school staff? This story seemed rushed or incomplete.

This is horrible! That money was supposed to go for education, not a pay out to a mentally disturbed grifter. Anybody, who is a little different, gets bullied. Is every super intelligent child, every myopic child, every child with a funny last name, going to get a payout too? I guarantee they are all bullied.
