Why are child support calculations done under testimony and not by last years federal tax filings or employer payroll documents?

He is a jerk. He was collecting child support for a child that he gave to his parents to raise, and did not give them a dime of the child support money to help with his son's expenses. And on top of that, he had medical insurance this whole time knowing his mother was taking his son the the doctor. Not once did he tell his mother the child was covered under his insurance. That "if you had managed your money better" comment to his mother, who has been taking care of his responsibilities for over 3 years, had me livid.
