For an O’Neill cylinder, the actual material of the rocket is made of would be valuable. Not only would you use the payload, you would need to recycle the container (The rocket) that carried it.

The only thing you would recover would be the first stage. That’s where Elon Musk comes in, and The World would need his expertise to modify ICBMs so that the first stage could be recovered, and the rest can carry the payload, while being recycled for its material to be implemented in a huge cylinder project

What we need to do is have countries participate in building a pair of O’Neill cylinders.

Those who don’t want to participate essentially continue on as usual with us watching them, while those who do essentially donate their ICBM’s/missiles to launch material (while also serving as material itself) and the fissile material can be turned into nuclear power that the world desperately needs.

To build cylinders of appreciable size, that’s going to require a minimum between 2, 000, 000 Tons and 6, 000, 000 Tons of steel and material.

With all the worlds nuclear arsenal, we could essentially use Most or all of that as mass to build the cylinders, besides being the very vehicle to send it into orbit

The reverse is true. If one rocket full of people crashes all lives are lost (not some). Reusing a rocket is going to have a much higher crash rate once it becomes common
