مثالی ریاست وہ ہی ہو سکتی ہے جس میں مثالی عدل ہو جس ریاست میں ہر طاقت مظلوم کی مدد گار اور ظلم کے مقابل کھڑی ہو انصاف یہ ہی ہے کہ ہر چیز اپنی جگہ پر ہو . جس ریاست کا سب سے طاقتور شخص بھی حقوق کے لحاظ سے ریاست کے سب سے کمزور شخص کے برابر ہو . جہاں انصاف کی فراہمی آسان اور جلد ہو . مثالی ریاست میں سب سے زیادہ طاقت عدالت کے پاس ہو ہر کوئی عدالت کی نظر میں برابر ہو جو بلا تفریق ظالم کو سزا اور مظلوم کو اس کا حق دلوا سکے تاکہ معاشرہ عدل پر قائم رہے جب تک معاشرہ عدل پر قائم رہے گا ریاست مثالی رہے گی . جب عدل مفادات کی نظر ہوگا تو ریاست بھی اپنی مثالی حیثیت کھو دے گی .
