People do not have to be asking questions or even complaining about the government. Questions aren't a threat to society's rulers.
The threat to society is social instability and the cause of social instability is what it has always been:

YOUTH and BOREDOM.

1. Football, soap operas, and reality TV

2. Constant, continuous, omnipresent propaganda

3. Make a spectacle of feeding the "reflectors" to the judicial system. Reflectors are disgraced people that attract a lot of media attention, be it members of the government, politicians, businessmen, cartel members, or high-ranking socialites

4. Welfare, in the form of cash payments/ pensions, monthly food baskets or scholarships

5. Find an antagonist (the US, the narco, the church, feminism, rich businessmen, Etc) to deflect any issues the country is going through

6. Kill, disappear, drive to self exile, or otherwise silence anyone who actually speaks the truth

7. Political theater. Put on a show to make people believe that there's a democracy. Even if those who wholeheartedly believe this are a minority they will become an outspoken minority and will take it personally when someone speaks truth to power or tries to expose the regime
