There are 3 people you can race.
I did it with the old man who at the second time shoots his horse (if u win).
And there is a man on a black American standard around bacchus station or 3sisters / moonstone pond.

She will respawn after u do the swamps mission with Dutch (where u meet the big alligator that bites Jules) go there at arround 7 Am she will spawn !

I was on Rachel (who is my favorite horse I the game during the Epologue) when I did the second encounter and saw the message that my horses stamina had increased. So I got real excited and looked up this video and got even more excited when you said that all my horses have the perk. I wish I new about this trick before damn.

Got it today, just finished the mission “Horsmen, Apocalypses” in chapter 4 I believe, camp was at shady belle, ran towards saint denis through the most southern path heading east and she pulled up. Maybe that can help some people

I can confirm: With racing her specifically ever since chapter 2; I went down there to see if I can race her with no luck. She didn't spawn at all.

(FYI : I constantly kept going around the world with markers placed where these races have been reported to spawn, only the old man who shoots his horse I found as early as chapter 2) With her I'd just completed "The Course of True Love - II" in Chapter 3 and found here on that road right after.

So, not sure if she spawns any earlier, but after that quest I can confirm you've played far enough for her to spawn the 1st time.

There ain't no horse better than White Arabian, super good at handling, very good speed and very good stamina and easy to tame
