I think Mr. Bond was ordering a watered down cocktail, to give the illusion that he was partying down on a glass of hard liquor, and not at his very best. Another thing you would notice about 007, he rarely finishes his cocktail. Besides, he seems more of a wine guy when he’s off mission

I think it's because since he was "on the job" he didn't want to get drunk so he wanted more water then alcohol

There's another reason you may choose to stir not shake... You don't shake soda (irrelevant for 007 but still)

Tbh, I think the shaken not stirred was mainly just a way to sound quirky and pretentious and as to say "I don't care what everyone says is right or wrong, I'll have it my way regardless"... That and it just looks cooler to have the bartender shaking his drink on the background as 007 (and the camera) focus on someone else... You wouldn't get that effect with stirred
