I think the song is about waiting for something or someone (maybe the prince who captured "another" queen or a special person from her memory). As she keeps on waiting and waiting at the station of the promises, she doesn't understand why she's still waiting eventhough the train is long gone maybe it's because of her scared lonely heart. Daydreaming and hoping for an answer (keep fishing for a made-up fish only her can understand) in the end she knows she can't keep doing this forever.. here. It will eventually drown her so she left and go find another place she can find that little fish that doesn't even exist. Why though? Because it's the only thing a broken soul could do. To find an answer. To wake up. To see the clouds again.

My take, it feels like less of a breakup and more losing a friend to illness or suicide, especially if the person was already lonely beforehand and this was a close friend. I can't tell quite but having dealt with depression and loneliness, and friends with those and medical conditions, this is how it spoke to me.
