As someone that works in an actuarial consulting firm, something I see is that you have less hours to study on top of the longer hours to do work. Bonuses are based around billable hours, so a traditional insurance company may pay less because of this.

I think consulting actuaries should make more because, all other things equal, they will be more productive due to working longer hours. For me, I'm not really that motivated by money, and I don't particularly like working long hours, so consulting work probably isn't a good fit for me.
