The answer is to encourage education and make it available and cheaper for all.
This will help in a large part to allow people to think more wisely before voting for corrupt governments.

Human behaviours adapt to environment. If we live in an environment that encourages greed and competition to ensure survival and social acceptance then we will behave that way. If we lived in an environment where co-operation, sharing and gifting ensured survival and social acceptance then we would behave in those ways.
